When a website is accessible, yet still incomplete, it is considered "under construction". Sites under construction are often set up as placeholders for actual websites that aren't ready to show their true content.
When a website is deemed under construction the webmaster or person in charge of the site will often place a small .html page with modest information, usually with the phrase under construction, site under construction, website under construction, or domain under construction, often accompanied with an appropriate graphic that reinforces the website's status.
What Is The Value Of Telling Us A Website Is "Under Construction"?
There is a little bit of value when a webmaster publishes a page indicating that a site is under construction. It may first serve to keep the website indexed in the search engines, it will establish to visitors that "yes, we are in business", but also, "no, we are not very organized". An incomplete website is usually considered unprofessional and doesn't do anything to promote products or services.

Hi. We're sorry, but our website is still under construction. You see, we farmed out all of our source coding to what we thought was a very reputable Korean web publishing firm. And until recently, we had been in close contact with their company's liaison, Chek Bak Soon. But, now it's been three weeks since our last correspondence, and we have since learned that the web publishing firm was possibly a front, and we may have been inadvertently funding a notorious Chinese crime organization that is known to be involved in illegal people trafficking. However, Brent our human resources manager, thinks we can spin this in our favour, and we are now expecting 14 new warehouse workers that will be working for less than minimum wage.  Hey, I guess you noticed that yes, we're still constructing this website. Of course we would have had it finished sooner if it weren't for that bitch Deborah from accounts receivable who spilled an iced mocha on the company's web server while she was having sex in the server room with Ian the tech support geek.
We have hastily put together this web page, but we had to fire Deborah for misconduct, and Ian's mom won't let him out of the house until he turns sixteen.
